Which is better to use for enchants?

Staff. half cast 40%, half recharge 20%(inherent) and enchants is usually best. Assuming you'll also be switching to a 40/40 set

id say staff. Like the poster above said u get the 20/20 thing then 20% enchant longer lasting w/ staves. jsut my opinion tho

Depends on your need for energy or fast casting.

Staff: 40/20/20 (40% HCT, 20% HSR, 20% enchant) and +10 energy

Spear + Offhand: 20% HCT and 20% HSR from offhand, 20% enchant from spear, +17 energy (12 from offhand, 5 from spear)

Of course, you can also put a different Staff Head or Inscription on the staff (defensive or hale staff head for health/armor, +5^50 energy inscription, etc). You can also make the staff give +20 energy (of which 5 is conditional) with 20% HSR and 20% enchant, so if you are only interested in the enchantment mod this would give the most energy (but least utility).

Generally I'd say go with a 40/20/20 staff (mentioned already - Adept Staff of Enchanting with a 20% HCT inscription). Staves get the advantage of having an inherent 20% HSR of all spells whilst also having the same group of suffixes as martial weapons. Extra energy is seldom necessary but sometimes you might want a high energy set on hand (say for Ether Renewal).
Get a spear (or other one handed martial weapon) of enchanting too, simply because it would allow you to cast your enchantments under the 20% enchant mod whilst sitting on a shield set.

Have you got a particular use in mind for this?

Depends on what for really. If you plan to switch to the weapon just for the enchants, probably a staff. Also for things like 600ing, I generally tend to use a staff.
If say, you're a prot monk casting enchants on others, I would say that spear and 20/20 focus is best, as a marital weapon is "safer" to wield than a caster weapon.

Use a 1H weapon with +20% enchantments if you want to use a shield for extra armor (i.e. for Obsi/Terra Tank), use a 40/20/20 staff for everything else.
I don't know any build where 1H weapon+fokus would be more beneficial than one of the foregoing weapon sets.

what about u use 40/20/20 for enchantments, a 40/40 set for non-enchant spells, and a martial weapon + shield for when u take damage.
